Kashmir unrest: Conflict between Modi and Mehbooba;Terror strikes and stone -pelters

Jammu and Kashmir has been trending for nearly a year for many reasons:
  • Crisis in Kashmir due to protests by Kashmiri people including school girls and second attacks on Indian forces by Pakistani terrorists,
  • Modi government’s failure to bring normalcy in Kashmir and to build trust with the Kashmiris, 
  • not allowing the Mehbooba Mufti government to  hold a dialogue with the different sections of the people
  • General Bipin Rawat , the chief of the Army staff ,warned the stone pelters against interfering with Army's operations
Conflict between Central govt and state govt over resolving Kashmir unrest
The protests started after the killing of Burhan Wani,a Kashmiri militant  and then the situation worsened and it took a drastic turn when a video of Army tying a civilian infront of jeep went viral depicting heavy handedness of Indian security forces. The Central government has also adopted tough line to deal with protesters.  as Prime Minister Narendra Modi and Home Minister Rajnath Singh declined Mehbooba Mufti ‘s suggestion for initiating a dialogue with the sections of the society including separatists saying that dialogue will .be a useless exercise when there is stone pelting  and increase in militant violence in the Valley

There is an anger among Kashmiris that has infused alienation in them . Mehbooba  has been clamoring  for help from Modi to help ease tensions in Kashmir but in vain.The latest decision of the Supreme court asking the government and the security forces to step back and hold dialogue . The union government made its stand clear  and reiterated that there will not be any talks with separatists  or those raising slogans of "accession or Azadi" in Jammu  and Kashmir and talks to restore normalcy was possible only with the legally recongnised stakeholders or political parties excluding separatists.

 
Pakistan has been contentiously raising the Kashmir issue at international forums and this time it was also raised in UN General Assembly session in New York .Minister in Pakistan's permanent mission to the UN Masood Anwar  raised the Kashmir issue in his statement to the UN General Assembly session of the Committee on information on April 25.

Modi government must understand the factors that led to such an unrest in Kashmir,consequences for the crisis to explode  and initiatives /steps to defuse the tensions .Adding fuel to fire was the historic low polling percentage in bypolls in Kashmir that recorded as low as 3%.
Modi government must understand the gravity of the situation  and resolve the issue lest it goes out of control.

By adopting hard approach by government  more  and more youths are joining jihadist groups as there are some ISIS fighters working in Kashmir  and reports have emerged that Hizbul Mujahideen commander Zakir Rashid Bhat in his video stated that the militancy should not aim to create a new nation of Kashmir  or "Azadi" but for the supremacy of Islam.

The terrorists from Hafiz Saeed 's Jamaat-ud Dawa ,Lashkar-e- Taiba chief Zaki-ur-Rehman Lakhvi and Jaish-e-Mohammad have joined hands to organise and execute  terror strikes on military institutions and along the LOC in Jammu and Kashmir and targeting the Indian security forces.

Nikki Haley,the US ambassador to the UN has stated that US President Donald Trump is considering to mediate in resolving the Kashmir issue for defusing tensions between India  and Pakistan.
Recently, US State Department report on Human rights violation has accused “Indian forces of reaching a new low in the long history of alleged  human rights abuses  in Kashmir when they beat and then tied  a 24-year shawl weaver to the front of a jeep on April9 using him as a human shield against stone throwing crowds."
