As the stalemate over the contentious US-Afghan bilateral security agreement continues,Afghanistan President Hamid Karzai is intensely engaged in diplomatic talks with India and Iran.
Even after Loya Jirga comprising 2500 elderly and influential Afghans
concerted to allowing a residual about 8,000 American combat troops
and 6,000 allied troops to stay back to oversee the Afghanistan
security situation to ensure that it may not at any time suddenly spin
out of control Afghan president Karzai, suddenly refused to sign the
agreement to that effect stating this document was indeed to be
signed by his successor after the elections of April 2014.
Karzai further accuses US threatening to abandon Afghanistan after 2014
in the event of not signing the BSA agreement that may potentially lead
to civil war in the country,as it did when Russians withdrew after its
occupation in 1990s of the last century.
His move has infuriated Washington which says without a deal in place it
will be impossible to plan for a post-2014 presence set to help train
Afghan security forces.
Karzai has since than undertaken intense diplomatic moves in
Pakistan,Iran and was currently on four days visit to India in his
said endeavour.
The two conditions that are prerequisites for Karzai's endorsement of
the security pact are---United States must agree to end raids on
Afghan homes and help restart the stalled peace talks with the Afghan
Taliban
India vehemently desires to deepen its influence in Afghanistan but
declined to supply any lethal weapons as it may adversely effect its
goodwill in that country.Delhi has however acceded to supply non-lethal
equipment like transport helicopters ,trucks etc that may assist
developmental and societal efforts in that country..India has
tremendous desire to see Afghanistan grow in its onward march in this
region after 2014 elections.
Karzai’s refusal might have been prompted by his desires to ensure
against his country’s slipping into a civil- war-like situation .In
case US troops withdraw leaving a vaccum but he would be wise enough
not to raise his eyebrows at the US that have already squandered huge
resources to restore law and order in that country.
US is also contemplating involving Abdullah Abdullah and other leaders
that may emerge after the elections to sign this agreement to avoid
any eventuality.
The dangers of Talibans after the elections however remain real and
will have to be addressed adequately even by involving Pakistan to
control lawless Waziristan belt on his borders with Afghanistan.
